At Central DuPage Hospital (CDH), our philosophy about healthcare is simple. When people come to the hospital for care, we provide it. When patients inform us that they do not have health insurance and cannot afford the cost of healthcare, we work hard to minimize the financial impact on them.
CDH recognizes its responsibility to the community by ensuring that no patient who requires necessary medical care will be refused services solely due to a lack of financial means. Our team of Financial Counselors can help to answer patients questions about insurance coverage, identify gaps in coverage, determine alternative methods of coverage, set up payment plans and can assist patients with completing insurance forms and applying for public assistance or the CDH Financial Assistance Program.

About Our Financial Assistance Programs
If a patient is unable to make a payment within our payment plan guidelines, we encourage the patient to apply for assistance through the hospital's Financial Assistance Program or the Hospitals Uninsured Discount Program.
Financial Assistance
To qualify for financial assistance, the patient's total gross household annual income must be less than 400% of the Federal Poverty Guidelines (FPG) shown in the charts below. For patients who have a total income greater than 400% of the FPG and have no ability to obtain health insurance from an employer or government program, a 25% discount may be offered.
The Hospital Uninsured Patient Discount
The hospital uninsured patient discount act means Illinois hospitals will provide discounts for medically necessary services to uninsured patients who meet certain income and residency criteria. Uninsured patient means an Illinois resident who is a patient of a hospital and is not covered under a policy of health insurance and is not a beneficiary under a public or private health insurance, health benefit, or other health coverage program, including high deductible health insurance plans, worker’s compensation, accident liability insurance or other third party liability.
To qualify for the hospital uninsured patient discount the patient’s family annual income and cash benefits from all sources before taxes, less payments made for child support, must be at 600% or less of the federal poverty guidelines for all medically necessary health care services exceeding $300 in any one inpatient admission or outpatient encounter. In addition:
- The patient is a resident of the State of Illinois. Acceptable verification of Illinois residency can include valid state-issued ID card, utility bill, vehicle registration card, voter registration card or statement from a family member of the uninsured patient who resides at the same address and presents verification of residency.
- Request to apply for the hospital uninsured patient discount must be made within 60 days of discharge or date of service.
- Application with supportive documentation must be returned to the hospital within 30 days of receipt of the application.
- The services provided are medically necessary.
- Family assets may not exceed in value of 600% of the federal poverty guidelines. This excludes the patient’s primary residence, personal property exempt from judgment or any amounts held in a pension or retirement plan.

CDH will review the patient's application, supporting documentation, employment status, income level, family size and assets to determine if the patient qualifies for financial assistance.
How to Apply
To apply for the CDH Financial Assistance Program or the hospital uninsured patient discount , the patient must complete a financial assistance application and provide required supporting documentation.

Other Payment Options
CDH understands that unique circumstances may affect each family's financial situation. Therefore, if a patient does not qualify for financial assistance and is unable to pay in full, we ask the patient to make a good-faith effort by contacting a Financial Counselor at (630) 933-4066 to discuss available options such as:

Establish a payment plan. A payment plan can allow a patient to pay a bill in reasonable increments over an extended period of time. Compared to paying the bill all at once, many individuals find payment plans easier to fit into a monthly budget.

Alternative methods of coverage. A Financial Counselor can assist patients in identifying potential alternative coverage methods such as Medicaid, Kid Care, Illinois Crime Victim's funds, DuPage County Community programs or other government sponsored plans
Our Approach to Patients Who Choose Not to Pay
CDH is sensitive to the needs of individuals who simply cannot afford healthcare. At the same time, we also have an obligation to be a good steward of our community resources. While being fair and compassionate to those in our community who cannot pay their hospital bills, we also must be fair to those who do pay their bills. We are willing to work with patients to set up payment plans if they cannot pay their bill in full.
Occasionally, there are patients who can afford to pay, but choose not to. These patients compromise the hospital's ability to continue providing high-quality healthcare to all. They also contribute to higher healthcare costs for everyone.
Patients who do not pay could be referred to a collection agency.
